Located in Siege of Orgrimmar (Raid). Combine a Pile of Juggernaut Parts, Blackfuse's Power Core and a Bucket of Grey Paint to create this NPC. The paint is hidden in the tunnel between the Paragons and Garrosh. Not in the Raid Finder version.
