Located in Mangrove Shore, Nazmir. Found south-east of Torga's Rest, Lucille is summoned on request by the Tortollan, Chag. Chag seems to be there all the time, and not just during his World Quest, Chag's Challenge, but he won't always offer the dialogue to summon Lucille.
